Chloe is basically a walking Parental Guidance Warning. She is prone to smoking, swearing, a fairly abrasive woman with little care for herself or most others. Growing up, she was described has having been a girl who was always laughing and smiling, who was carefree and joked around. She was sarcastic, sure, but she had a big heart, and she was willing to give people the benefit of the doubt. Max's flashbacks of her show a natural trouble maker, but not someone who was as biting in her remarks or as quick to anger as the woman we're introduced to in the beginning of the game.

The harsh events of Chloe's life hardened her greatly, and she began to lose herself in drugs, Punk rock, and crime. Chloe is quick to vandalize most places, leaving behind various pieces of graffiti all over town, including one in the parking lot of her old school that says, "Cars = Death". She is severely traumatized by the death of her father (and later retraumatized by finding the body of the first girl she loves since her father's death) and the shit storm that followed it, which causes her to have a short temper and to barely laugh anymore. She is clinically depressed (Max finds Prozac in her bathroom) and unstable in a variety of ways. She tends to act out, having gotten tattoos, piercings, and her fair share of "boy toys", some of these things done immediately during the time after her father's death, but increasing once she met Rachel Amber.

Chloe is extremely sarcastic, almost always having a biting remark for any situation. She says at one point that she uses jokes, pranks and sarcasm as coping mechanisms in shitty situations, unable to actually be serious when the occasion calls for it. She has an array of abandonment issues that cause her to keep people at an arms length, holding them at ridiculous expectations, and then losing her cool when they fail to meet them. This causes her to believe that everyone around her will only disappoint her and that there is no point in getting close to anyone because of it. When she does let someone in, it becomes a rather big deal, and she can become completely blinded to any of their faults. She will become fiercely loyal and she tends to be willing to do anything for that person, even if it means harm to herself. Rachel is a prime example of this, as she is repeatedly willing to try and find her mother, even when she knows it could lead to her own death.

She is exceptionally smart and used to ace all of her courses in school, though her lack of motivation due to her depression causes her to stop going, begin to get bad grades, and eventually gets her expelled (twice!) from Blackwell. Chloe won the science fair multiple times, has the periodic table of elements memorized and can come up with jokes using the abbreviations for each elements at the drop of a hat, and she has been shown to be exceptionally good at math (she was once a mathlete). She loves art and she draws nearly all the time; it is one of the few things to carry over from her childhood interests and she keeps a diary that is full of sketches. She is highly creative and she uses these skills multiple times both when searching for Rachel's mother when she was 16 and also three years later when searching for Rachel herself. She can piece together clues fairly easily and proves herself to be an exceptionally good detective. She is particularly good at getting information without being noticed, so much so that Damon Merrick will actually offer her a job with his gang (if she gives him the money rather than keeping it or giving it to Drew).

Chloe can come off as extremely sadistic, seemingly enjoying the pain of others she deems an enemy. She is glad when Max tells off David, she rejoices in her tearing apart her parents marriage because she thinks it will free her of his abuse (though she later shows guilt for this, when she realizes that both her mother and David might die). When Warren goes to beat up Nathan, she's more than happy to let him, and when you allow him to continue she even goes so far as to steal Nathan's gun and mock his pain. She doesn't care if people get hurt if she finds any reason to think that they deserved it, though it takes a great deal to fall into that category. People she dislikes still get a great deal of empathy from her (such as when Drew gets his kneecap broken) and will usually go out of her way to help them (taking care of Mikey for Drew, giving him the money to help his dad, and visiting him in the hospital later).

She is extremely good at talking her way out of most situations, whether it's through pissing someone off, impressing them with her wit, or calming them down when tensions get too high. She's shown to have this ability to such a high degree that it's actually her "power" in her stand alone game and she is able to talk her way out of most situations when the player selects the right combination of words. Chloe has used it to escalate conversations with her stepfather in order to shut them down, flatter the school security guard into letting her in to the boys dorm rooms, and to calm down Rachel when she gets into a fight with her father. She is also extremely good at improv, having partaken in a school play with Rachel, and whether or not she manages to memorize the lines, she is still able to give an amazing performance that gets a standing ovation from the crowd.

Max's return to Arcadia Bay shows that there is still a piece of the old Chloe inside her; she still is a caring individual, once she can see past her own issues, and she is quick to make sure that the people she does actually care about are safe and well cared for. She has a big heart and wants to let people in, even though she is too afraid to do so. Chloe can be kind when it's called for, empathetic to those who are in tougher situations than herself, and quick to admit when she's done something wrong when she's called out on it in the right way. She is self-sacrificial, not only willing to give up her life for Arcadia Bay but actively trying to convince Max that it is the right thing to do.

    Chloe's life as a child was relatively normal; her family didn't have a lot of money, but her parents both loved her dearly, and she was happy enough living a pretty simple life. She always did well in school, getting straight As and keeping every textbook and notebook through the years; she even won the science fair on a regular occasion. Her academic accomplishments eventually earned her a spot on scholarship at Blackwell Academy, a prestigious private school that was known for excelling in the arts and sciences, covering both of Chloe's passions. It was her first introduction to being teased for her socioeconomic status and she didn't react to it at all well. Chloe started to fight back against her bullies, but it earned her a lecture from her teachers and the principal, who contacted her parents about her behavior on a regular basis. While her father defended her and thought that it was a mistake to send her to Blackwell, her mother wanted to take the side of the school and try and find a way to alter Chloe's behavior.

    On September 28, 2008, Chloe's life changed forever when her father was killed in a car accident on his way to pick her mother up from the store. Her best friend Max moved away the day of his funeral, headed hundreds of miles away to Seattle. Over the next several months, Chloe tried to get in contact with her, but she would always be busy, and the responses became fewer and fewer until she stopped responding entirely. Feeling abandoned, Chloe found comfort with her friend Eliot, who used her vulnerable state to convince her into a sexual and romantic relationship with him. After almost a year of "dating", Chloe eventually called the relationship off, pushing him away in much the same fashion as the rest of her friends.

    By 16, Chloe had stopped going to school regularly. She skipped to get high, drunk, staying out past curfew to attend parties and concerts that she would hitchhike to on a regular basis. Her mother had all but given up on trying to get her to behave and entered a relationship with David Madsen, a military vet who wanted to "whip Chloe into shape." Chloe voices her objections to her mother, making it clear that he treated her poorly, but nothing seemed to change her mind. Joyce insisted she simply wasn't giving David a chance and urged her to go easier on him. Chloe stopped coming home or kept herself locked in her room whenever she knew he was there.

    After completely ostracizing herself at school (relatively easy with how many people simply didn't know how to handle the "girl with the dead dad" as Chloe put it in her own journal), Chloe was starting to feel a bit like a ghost. Enter Rachel Amber, the first person to ever treat her like she wasn't a social pariah, who made her remember what it was like to live instead of just survive. She was everything Chloe could have dreamed up and more. Smart, funny, with a brazen personality that put her own to shame. It was easy to fall in love with her. And she did. Hard.

    Chloe and Rachel's relationship burned hot and relatively fast: it started with meeting at a concert where Chloe was definitely not supposed to be, both of them having snuck in underage. After pissing off two gang members, Chloe ended up cornered, about to be severely assaulted by both men before Rachel showed up and called them out. It gave Chloe enough time to throw a punch and run, the two girls escaping the night club thanks to the intervention of their drug dealer, Frank Bowers. Chloe didn't expect the night to become much more than a one-night strangeness. At least not until she saw that Rachel had posted their picture up on Facebook the next day.

    The two became the talk of the school and Rachel lived for the attention. She immediately began to drag Chloe into her world, sneaking out of school with her the next day on a whim. While out, they ended up seeing a man and a woman start making out in the park, and despite their previously flirtatious and fun time together, Rachel was suddenly cold and distant. The two ended the day with a massive fight in the junkyard and Rachel stormed off, leaving Chloe filled with pain and confusion. She ended up having something like a mental break down, eventually finding her father's wrecked car in the junkyard, and falling apart entirely. She cried until she passed out. During her sleep, Chloe ended up having a prophetic dream, driving down the road with her father and seeing Rachel by a tree. Both were on fire. She held her hand up against the window, Rachel's hand pressed against her own, and then she woke up with a start.

    Chloe eventually managed to find Rachel in the park by the tree where the couple had been making out. Rachel told her it was her father but that the woman wasn't her mother. Rachel was bitter and angry and wanted to know why, but had no means to ask. Chloe managed to say all the right words to calm her down, even getting an apology for her outbursts before. Rachel tore up her father's picture and threw it in a trash can, which she lit on fire. Chloe thought she could drag her away and toward home, but before they could leave, Rachel screamed and kicked over the trash, which quickly spread the fire to the tree that they were in front of, just like in Chloe's dream. The fire spread rapidly, growing stronger every time Rachel screamed, and picking up pace due to the dry heat of the early fall and soon the entire park was in flames. Chloe and Rachel managed to escape and were never tied to the fire itself.

    They didn't manage to not get found out for sneaking out though. The next day, Chloe and Rachel ended up in the principals office with their parents. Chloe was blamed for Rachel sneaking out and when Principal Wells threatened to expel her, Rachel tried to take the blame. She made up an elaborate lie about talking Chloe into it, how Chloe had wanted to stay but it had been all her idea. The Principal nearly bought it, but he said he would have to remove Rachel from the play, and Chloe was unwilling to allow that to happen. She convinced Principal Wells that it had all been her idea and she'd dragged Rachel along, playing with her for fun to see how bad she could get the Queen Bee to be. The Principal, already disliking Chloe for a multitude of reasons, bought it easily, and he expelled Chloe after all. She didn't care much, though it ended up with a confrontation with her parents in the parking lot. Joyce, at wits end, tells Chloe David is moving in. David tried to force Chloe into a pocket search, which Chloe refused. She told them both she no longer felt she had a home anymore and left without another word.

    Chloe ended up living in the junkyard. She fixed up an old truck while there, getting it to run almost like new with some replacement parts from other cars in the lot, and called it her own. When Rachel arrived with clothing for her, the two bonded over the pain they'd experienced in life. They were more open with each other than they had been with anyone. They decided, despite only knowing each other a couple of days, to talk about running away together. Chloe took it as just a flight of fancy, but Rachel seemed a little more serious. They talked about saving up money and decided they would find a way out of that town once and for all.

    Frank had texted Chloe with an offer for a job to pay off her debt to him and earn a little extra. Deciding to meet him to hear the offer, Chloe showed up at his trailer just in time to see the woman from the park leaving. When Frank said he needed Chloe to look for money in a classmate's room, she agrees only on one condition; that Frank tell her more about the woman. He told her her name was Sera, that she was in from out of town, and that was all she was getting. It seemed like enough and Chloe went to try and find the money. She managed to sneak into the boy's dorms and break into the room of her classmate Drew. Figuring out the code to his trunk, she finds the money owed, just in time for both Drew and his little brother Mikey to come in.
